Consultancy Services: Improving the Efficiency of Solar PV Procurement in the Framework of IPP(s) in the ECOWAS region

The ECOWAS Centre Renewable Energy and Energy Efficiency (ECREEE) and the United States Agency for International Development (USAID) in the framework of a collaboration on “From policy to investment with a  special  focus  on  access  to  sustainable  electricity  services” and in line with the objectives of the West African Clean Energy Corridor (WACEC) Initiative, are launching a Call for Proposal to recruit a consultant/consultant firm to undertake the assignment with the aim to address the constraints and challenges affecting successful competitive tendering (bidding) procurement processes for renewable energy in order to promote and put in place a region wide framework for bulk procurement of utility scale solar PV projects in the ECOWAS region.

IMPORTANT INFORMATION:

Form of proposals

Technical Part:

  • Description of the expert or expert team
  • Detailed CV (annexes)
  • List of references of assignments with similar scope and focus (annexes)
  • Description of approach, methodology, process management and reporting
  • Implementation plan including expert diagram indicating the working days of the offered experts

Financial Part:

  • Personnel Costs: budget table according to the expert diagram (showing the individual daily fees of the experts in USD)
  • Other costs (travel cost to selected Member States)

The deadline for submission of proposals is the 30thth of December 2019, 23:00 UTC-1. Proposals should be submitted in English and sent by email to procurement@ecreee.org  , clearly indicating in the subject: “REQUEST FOR PROPOSAL: Improving the Efficiency of Solar PV Procurement in the Framework of IPP(s) in the ECOWAS region”
