Programme Assistant under ECOW-GEN

The ECOWAS Programme on Gender Mainstreaming in Energy Access (ECOW-GEN), since its establishment, in 2013 has worked to steer ECOWAS Member States towards the direction of mainstreaming gender in policy formulation, legislative drafting, energy project and programme design and implementation, with the intention to promote equality in energy development through equal access to resources and equal contribution to the decision-making processes that shape and influence energy expansion in West Africa.

During the pilot phase (2013 – 2014) and the first programmatic cycle (2015 – 2019), ECOW-GEN produced the regional policy, the ECOWAS Policy for Gender Mainstreaming in Energy Access, and the legal framework, the ECOWAS Directive for Gender Assessment in Energy Projects. Moreover, ECOW-GEN established a facility for technical and financial assistance to support development of women-led energy businesses in West Africa, among other milestone achievements. In the second programmatic cycle (2020 – 2024), ECOW-GEN thrives to consolidate the achievements made at the regional level by strengthening the capacity of ECOWAS Member States to institutionalize and replicate the objectives of the programme at the national/grassroot level.

In view of the above, ECREEE is seeking a Junior Gender-Energy Expert, as programme assistant, to support in the implementation of the programme activities in accordance with the Terms of Reference (ToR) attached.

  2. Clearly state in the subject line “ECOW-GEN PROGRAMME ASSISTANT”   
  3. The deadline for submission is no later than 23:59 hrs (GMT) on the 23rd March 2023

ASSISTANT DE PROGRAMME SOUS ECOW-GEN

Le Programme de la CEDEAO sur l'intégration du genre dans l'accès à l'énergie (ECOW-GEN), depuis sa création, en 2013, s'est efforcé d'orienter les États membres de la CEDEAO vers l'intégration du genre dans la formulation des politiques, la rédaction des lois, la conception et la mise en œuvre des projets et programmes énergétiques, avec l'intention de promouvoir l'égalité dans le développement énergétique par un accès égal aux ressources et une contribution égale aux processus décisionnels qui façonnent et influencent l'expansion énergétique en Afrique de l'Ouest.

Au cours de la phase pilote (2013 - 2014) et du premier cycle programmatique (2015 - 2019), l'ECOW-GEN a produit la politique régionale, la Politique de la CEDEAO pour l'intégration du genre dans l'accès à l'énergie, et le cadre juridique, la Directive de la CEDEAO pour l'évaluation du genre dans les projets énergétiques. En outre, l'ECOW-GEN a mis en place un mécanisme d'assistance technique et financière pour soutenir le développement d'entreprises énergétiques dirigées par des femmes en Afrique de l'Ouest, entre autres réalisations importantes. Dans le deuxième cycle programmatique (2020 - 2024), l'ECOW--GEN s'efforce de consolider les réalisations faites au niveau régional en renforçant la capacité des États membres de la CEDEAO à institutionnaliser et à reproduire les objectifs du programme au niveau national/de la base.

Compte tenu de ce qui précède, la CEREEC recherche un expert junior en genre-énergie, en tant qu'assistant de programme, pour soutenir la mise en œuvre des activités du programme conformément aux termes de référence (ToR) ci-joints.

ASSISTENTE DE PROGRAMA NO ÂMBITO DO ECOW-GEN

O Programa da CEDEAO sobre a Integração da Perspetiva de Género no Acesso à Energia (ECOW-GEN), desde a sua criação, em 2013, tem trabalhado para orientar os Estados Membros da CEDEAO no sentido da integração da perspetiva de género na formulação de políticas, elaboração de legislação, conceção e implementação de projetos e programas energéticos, com a intenção de promover a igualdade no desenvolvimento energético através do acesso igual aos recursos e da contribuição igual para os processos de tomada de decisão que moldam e influenciam a expansão energética na África Ocidental.

Durante a fase-piloto (2013 - 2014) e o primeiro ciclo programático (2015 - 2019), a ECOW-GEN elaborou a política regional, a Política da CEDEAO para a Integração da Perspetiva de Género no Acesso à Energia, e o quadro legal, a Diretiva da CEDEAO para a Avaliação da Perspetiva de Género em Projetos Energéticos. Além disso, a ECOW-GEN criou um mecanismo de assistência técnica e financeira para apoiar o desenvolvimento de empresas energéticas lideradas por mulheres na África Ocidental, entre outras realizações marcantes. No segundo ciclo programático (2020 - 2024), a ECOW-GEN prospera para consolidar os resultados alcançados a nível regional, reforçando a capacidade dos Estados Membros da CEDEAO de institucionalizar e replicar os objetivos do programa a nível nacional/de base.

Tendo em conta o acima exposto, o CEREEC procura um expert júnior em questões de género e energia, como assistente de programa, para apoiar na implementação das atividades do programa, de acordo com os Termos de Referência (TdR) em anexo
