Call for Expression of Interest: Study for the SADC Renewable Energy Entrepreneurship Support Facility

Individual Contract Assignment 

OBJECTIVES OF THE STUDY

The objective of the assignment is to conduct a ‘mixed methods’ and value for money evaluation of the ESF building on the baseline information received from enterprises at intake into the Facility and complementing it by additional in-depth reflection rounds with all relevant project stakeholders (i.e., representatives of all or an agreed sample of the approximately 140 enterprises that have been supported by the ESF, approximately 60 financial institutions members trained, training providers, mentors). These in-depth reflection rounds (e.g., Outcome Harvesting) on changes brought by ESF project implementation and support should help to get an indication of intended and unintended effects of the project.
The consultant is expected to:
a) analyse available data on the Facility and its beneficiaries.
b) collect additional data needed via surveys and in-depth interviews with relevant stakeholders;
c) additionally provide current status values;
d) prepare reports in line with the outline methodology, key evaluation indicators and deliverables listed in sections 3.1, 4, and 5 respectively; .
e) lead an online data validation workshop with all key stakeholders to present and validate the results.
f) Document all data validation stakeholder feedback / comments and indicate how they would have been addressed; and
g) Prepare the final report which fully addresses all the issues raised in the validation workshop.

REQUIRED EXPERTISE AND QUALIFICATIONS
a) Advanced University Degree with at least 10 years of relevant experience;
b) Experience in successfully conducting Endline Evaluations, Capacity Assessments and Outcome Harvesting;
c) Familiar with Capacity Development in Southern Africa;
d) Experience in entrepreneurship and renewable energy projects will be an advantage; Excellent coordination, organizing and communication skills;
e) Experience in writing impact stories; and
f) Excellent English language proficiency.

The consultant is required to send in:
a) letter of interest providing insights into previous experience relevant for the assignment (including a brief summary with initial suggestions on envisioned methodology, concept, and tools).
b) Curriculum Vitae (CV) (and CV(s) of supporting staff).
c) references and the consultant may be requested to submit sample reports of similar work previously conducted.
