Pacific Energy Loan Programme Market Survey (2012)

The following survey report reviews the energy sector market and development finance institutions in seven Pacific Island Countries for establishing energy loan programs similar to the program established at the National Development Bank of Palau.

The loan program at the NDBP finances energy efficiency (EE) in new and existing homes and renewable energy (RE) for homes and businesses. Renewable energy programs presently promoted by the NDBP are photovoltaic (PV) generators tied to the electric grid or standalone systems (though no restrictions are placed on NDBP for financing other renewable energy projects).

This market survey was made possible by the International Union for Conservation of Nature and Natural Resources Oceania Regional Office (IUCN-ORO) with funding from the Pacific Islands Greenhouse Gas Abatement through Renewable Energy Programme (PIGGAREP).

The report is available as a final draft.
