Mid-Term Review of the Implementation Plan of the Framework for Action On Energy Security in the Pacific 2014

This report was prepared for the Pacific Energy Oversight Group by Allan Mua Illingworth, Thomas Lynge Jensen and Katerina Syngellakis. The Pacific Islands Framework for Action on Energy Security in the Pacific (FAESP) 2010-2020 was endorsed in August 2010 at the 41st Pacific Islands Forum in Port Vila, Vanuatu and in April 2011 the Inaugural Regional Meeting of Ministers of Energy, ICT and Transport endorsed the associated draft Implementation Plan for Energy Security in the Pacific (IPESP) 2010-2015. The IPESP has been under implementation for two and a half years and the Council of Regional Organisations in the Pacific (CROP) agencies involved in the implementation of IPESP agreed to conduct a mid-term review (MTR) with the following objectives:

1. To review the effectiveness of the coordination of the implementation of activities in the IPESP;

2. To assess the (regional and national) results of the IPESP activities implemented by the CROP agencies between January 2011 to end of June 2013;

3. To identify common approaches to mainstreaming the IPESP, work programming and the monitoring and evaluation (M&E) reporting by the CROP agencies, and

4. To provide overall (strategic) recommendations for a possible refined/revised IPESP given completed, current and planned regional energy initiatives and emerging national, regional and international challenges and opportunities.
