Background

The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is an intergovernmental organization with diplomatic status that aims to enable and increase the adoption of renewable energy and energy efficiency practices across Pan-Arab countries and is the Official technical arm institution of both League of Arab State – Energy Department and Arab Ministerial Council for Electricity (AMCE).

RCREEE teams up with governments, international organizations, IFIs, and the Private Sector via several forms of partnerships to initiate and lead clean energy policy dialogues, strategies, technologies, managing the facilitation of RE investment platforms and capacity development to increase Arab states’ share of tomorrow’s modern energy solutions.

Duties and Responsibilities

The selected candidate will be assigned to handle Human Resources Tasks. He/She ought to

  • Supporting in handling the organization charts, Preparing, and updating organization structure regularly, keeping on the amendments according to organization restructures and changes.
  • Reviewing and revising job descriptions for all positions in the company and conducting analysis to determine appropriate salary levels according to compensation guidelines.
  • Assist in the development & implementation of human resource policies & procedures.
  • Creating job descriptions & job requirements.
  • Perform orientations and update records of new staff.
  • Delivers people processes to ensure employee capabilities meet current and future standards.
  • Identifies talents and builds succession planning.
  • Provides technical expertise and policy guidance in talent management (strategic staffing, performance management & career development, learning & development) and effective staff-management relationships.
  • Ensure employee maintains a high level of professionalism and competence in their assigned work duties.
  • Draw up continuous strategies and implement a program for evaluating performance Identify and measure organizational KPIs/OKRs for the employees.
  • Help develop the culture, which will include a process to draft policies in place.
  • Leading and launching the annual compensation assessment and merit award process. provide company-wide recommendations to director and executive team utilizing salary survey data, market intelligence and information gathered from managers, recruiters, and other available sources.
  • Manage recruiting and onboarding to employee retention and offboarding.
  • Managing the career paths and allowing for alternative career tracks for highly specialized employees.
  • Develop programs for employee rotation and succession planning.
  • Developing and conducting training to instruct managers, supervisors, and employees.
  • Monitoring the employees’ satisfaction and stopping the morale indicators for the employees every quarter.
  • Identify training needs for internal capability staff
  • Coordinate staff engagement activities and conduct staff engagement surveys
  • Update organizational structure and participate in organizational design
  • Participate in employee relations counseling and exit interviewing aiming at employee empowerment and commitment while analyzing the results and suggesting improvements accordingly
  • Overview of medical insurance in terms of relationship management and focal point
  • Draft and disseminates management internal memos and decisions relevant to HR
  • Draft necessary HR reports for top management, Board of Trustees, and Executive Committee
  • Advise on new and improved ways to approach HR processes compatible with organization culture and needs 

Skills and Qualifications

  • 8+ years of Professional Experience including at least 2 years in a senior position in Human Resources including recruitment, total rewards, performance management, OD, and employee relations
  • Experience in international companies or NGOs is preferred
  • Relevant bachelor’s degree. HR Diploma is a must.
  • Professional certification strongly preferred: SPHR, PHR, SHRM
  • Operational Planning skills are essential
  • People management skills are important
  • Excellent communications, negotiations, and people skills
  • Knowledge of local labor laws, HR best practices, and trends
  • Track record of setting up HR rules and processes
  • Ability to handle cultural sensitivity and confidential data.
  • Excellent Problem-solving skills

Tenure of Appointment

  • The initial appointment will be for 12 months including a 3-month probation period.
  • The contract extension will be subject to performance, needs, and availability of funds.
