Request for Proposals for the Provision of Accounting Services

1. INTRODUCTION
The Southern African Development Community (SADC) Centre for Renewable Energy and Energy Efficiency was established in 2015 by the SADC Energy Ministers as a subsidiary agency of SADC. SACREEE is hosted by the Government of Namibia through its Ministry of Mines and Energy in Windhoek. SACREEE focuses on the promotion of renewable energy (RE) and energy efficiency (EE) technologies and the development of markets, through sharing information and best practices, developing sound policy, regulatory, and legal frameworks, and building the capacity within SADC Member States. 
 
Proposals are invited from reputable and professional firms registered in Windhoek, Namibia to render Accounting Services to SACREEE. 
 
2. OBJECTIVES 
SACREEE is seeking to appoint the services of an accounting firm to assist with the establishment of effective internal controls and appropriate reporting systems to, ensure timely and effective reporting of project costs and expenditures and overall SACREEE operations. The Centre is currently setting up efficient and effective accounting and financial policies, systems and practices which are fully compliant with international accounting standards.
 
3. SUBMISSION OF PROPOSALS AND CLOSING PERIOD
Two proposals, Technical and Financial, must be submitted in separate electronic files clearly marked “Technical_ (Name of Company)” and “Financial_ (Name of Company)” in addition to bearing the tender reference.
 
The extended deadline for submission of all proposals is the 18th of February 2022 no later than 23:59 Windhoek time.

PROPOSALS SUBMITTED AFTER THE DEADLINE WILL NOT BE CONSIDERED 
 
Any request for clarification must be sent in writing, through standard electronic communication to: procurement@sacreee.org. SACREEE will respond by standard electronic mail to the queries to all consultants without identifying the source of inquiry. 
No requests for clarification should be sent to individual SACREEE staff.
