ORGANIZATIONAL CONTEXT

The East African Centre of Excellence for Renewable Energy and Efficiency (EACREEE) was established by the East African Community (EAC) to play a key role in promoting renewable energy (RE) and energy efficiency (EE) in the region. EACREEE has been mandated by the EAC Council of Ministers responsible for energy to promote RE&EE in the EAC region.

EACREEE´s goal is to facilitate the creation of an enabling environment for RE & EE markets and investments, to contribute to; (a) Increased access of modern, affordable and reliable energy services, (b) energy security and (c) mitigation of negative effects (e.g. local pollution and Greenhouse Gas (GHG) emissions). EACREEE´s main areas of intervention include support in regional energy policy, capacity building and project development and execution, knowledge management, lobbying, advisory provision, and financing and investment promotion. The Centre is hosted by Makerere University in Kampala, Uganda.

PROJECT CONTEXT

The East African Centre of Excellence for Renewable Energy and Efficiency’s (EACREEE’s) is working with a consortium of 28 Partners (Gathering 11 African-based partners and 17 Europeans with offices or subsidiaries in Africa) to implement a 4 year (48 Months) European Commission funded project under the Horizon 2020 call “LC-GD-2-3-2020” on Accelerating the green transition and energy access Partnership with Africa. The project entitled “Energy access and green transition collaboratively demonstrated in urban and rural areas in Africa (ENERGICA)” is ambitiously fostering the collaboration between partners of both continents on energy access and sustainable energy development. The main objective of the project is to demonstrate the efficient implementation of renewable energy technologies to match local contexts’ needs. The ENERGICA project has three different demonstration sites, will rely upon local Energy Transition Boards which will manage community-scale Integrated Community Energy Systems (ICESs). Based on developed methodologies and respective innovative technologies, ENERGICA will demonstrate positive social, environmental, technical and economic impacts from the high energy-efficiency and low carbon emission renewable energy technologies (RETs).

The project anchors on developing innovative and tailored solutions on productive use systems through innovative nano-grids in rural Madagascar; low-tech efficient biogas system, coupled with water purification demonstrated in peri-urban Sierra Leone; and solar powered e-mobility solution for boda-boda in urban Kenya. ENERGICA addresses a wide range of issues and provides solutions; from energy production, local renewable value chain development and e-mobility also providing flexibility services to the grid.

EACREEE´s key functions and services under this project aims at promoting renewable energy and energy efficient adoption across relevant stakeholders, helping to build a credible space for them to engage. A demand-driven knowledge, technical support and capacity building offer to country members and international institutions will reinforce the regional center’s convening role and foster its relevance across the region. The main identified function and services under this project’s different work packages (WPs) will be to serve as; (i) A Convener of relevant actors (including public, academic, private and NGOs among others), stimulating and coordinating inclusive and participative dialogues (e.g. of services - assessing demand-driven national demands; gathering data from national industrial bodies); (ii) a technical assistance (TA) provider, mobilizing resources when possible together with expertise within the centre, Partner States and beyond the region; (iii) a partnership builder, fostering new ways to test innovative joint approaches with expert complementary organisations (e.g. of services - piloting de-risking financing schemes; testing M&E tools); (iv) an investment facilitator by making available to the sector and helping mobilizing funding and finance opportunities in the renewable energy technology (RET) and energy efficiency (EE) sector; (v) a knowledge broker including cross-country knowledge sharing as well as technology transfer (e.g. of services - on-line knowledge platforms or portals; knowledge exchange programs; technical trainings provision; publications and research for specific topics); and, (vi) a policy influencer, supporting partner states with the best policy practices and successes available to the East African countries where these policies are not in place.

SCOPE OF DUTIES

The Lead Technical Expert - Energy Access and Green Transition Collaboratively Demonstrated in Urban and Rural Areas in Africa (ENERGICA) reports to the Executive Director of EACREEE and coordinates closely with other project partners and other EACREEE staff. The expert will provide written progress reports on his/her activities every three working/months.

KEY RESPONSIBILITIES

Support the design, implementation, and monitoring of the project’s activities in fostering the enabling environment for electric mobility in Kenya. This includes working closely with project partners, representatives from the respective ministries, sector associations and other stakeholders. Tangible outcomes and quantifiable results are expected.

SPECIFIC TASKS

  1. Specifications and on-site studies
  • Support in the development of a technical and regulatory framework for rural and urban energy.
  • Support in the project data gathering and management.
  1. Co-creation of the demonstrators
  • Analysis of the local social, cultural and environmental contexts through baseline evaluation of community, market and ecosystem.
  • Ensure the communities and stakeholders’ participation, and, specific structures and involvement methodologies are implemented through the project period.
  • Development and co-design of Integrated Community Energy Systems (ICESs)
  1. Sustainable social and environmental ecosystems
  • Support in development and setting-up of capacity building programs and adapted training programs
  • Work with project partners in the development of innovative circular economy models
  • Ensure that the project effectively provides positive impacts on its surrounding environment,
  • Carry out assessments regarding the multi-disciplinary context of how each solution will be implemented
  • Provide a basis for scaling-up and replicability strategies.
  1. Urban grid flexibility through electric mobility (Nairobi)
  • Develop the urban grid modelling and mapping to foresee the impact of the swapping stations and ensure the optimization of the grid management at a later stage via a X-fold step development.
  • Oversee the testing and validation of the following solutions: energy efficient locally produced electric motorcycles, battery communication system for GPRS tracking and charging solution integration with swapping stations, telemetry system development for battery swapping station integration.
  • Preparation of the Kenyan demonstrator during the first phase of deployment and oversee the replication of the Kenyan demonstrator under phase two.
  1. Demonstration of the solutions
  • Implementation of the technical solutions and demonstration.
  • Perform a techno-economic analysis on the demonstrators and associated technologies, in terms of costs, benefits, risks, uncertainties, and timeframes to evaluate the economic feasibility of the solutions and investigate the potential of technology scales and applications.
  1. Communication, Dissemination, Exploitation:
  • Take lead in representing EACREEE in the project communication activities within partners and to relevant stakeholders.
  • Provide inputs on ENERGICA project website creation and other social media platforms.
  1. Project Management:
  • Represent EACREEE in project meetings, workshops and events both physically and virtually.
  • Represent EACREEE in the management and coordination tools and information flow.
  • Represent EACREEE in the project day-to-day management and reporting.
  • Support in development of project Quality Plan and procedures.
  • Take lead in ensuring that ethics requirements are adhered to in activities formulation and implementation.
  • Develop new EACREEE flagship programmes and projects in the field of renewable energy (RE) and energy efficiency (EE) across the EAC region and mobilise funding from various international and local partners;
  • Review existing RE & EE strategies, road maps and action plans. Develop regional strategies, road maps and action areas for specific areas of RE & EE.
  • Provide technical and strategic support to the Executive Director (ED), including planning, monitoring, and external relations, and ensuring quality control of the support services and activities;
  • Support in the development and implementation of EACREEE Strategic Plan, Annual Work Plans and Progress Reports;
  • Establish the quality and appraisal framework for EACREEE programs and projects; develop and effective project cycle management system including Monitoring and Evaluation Tools (M&E), secure additional technical oversight where necessary.
  • Write and publish regularly communications and articles for the EACREEE website; use the EACREEE.org e-mail address as standard e- email;
  1. Other Duties/ Additional Tasks
  • Perform other duties and tasks at the request of management.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree in, Engineering or Natural Sciences with specialization in Energy Technologies/Renewable Energy or energy policy and systems or any other relevant discipline.

Technical and Functional Experience:

  • At least 7 years of professional experience in technical cooperation, project management or portfolio management including exposure at the national and international level dealing with energy access, SE4All, technology transfer, and climate change adaption and mitigation issues.
  • Nationals or Residents of EAC partner states with exposure to the energy needs, conditions and problems within the EAC region.
  • Ability to research and analyze information, make linkages with the strategic vision of the Organization and recommended solutions.
  • Previous working experience within the UN system, Regional Organizations or International NGOs in developing and implementing projects in the area of energy and climate change and experience in working with government in the EAC region is desirable.
  • Familiarity with modalities, policies and processes practiced by international agencies, financing institutions, NGOs, government agencies, and international private sector organizations is an added value.

Language Requirements: Fluency in written and spoken English is required. Excellent English writing skill is a mandatory requirement, since all communication and documents will be conducted and submitted in English. Working knowledge of French and Swahili is highly desirable.
