Towards A Samoa Low Carbon Development Strategy and Nama (Nationally Appropriate Mitigation Action) In The Energy Sector

This report was prepared by Murray Ward. In developing its National Adaptation Programme of Action (NAPA), nationally appropriate mitigation actions (NAMAs) and a strategy for low carbon development, Samoas approach is consistent with the AOSIS groups deep concerns about climate change and its international positions. Samoa is highly vulnerable to the effects of climate change. Erosion of coastlines due to wave action and the damage inflicted from strong winds during tropical cyclones have inflicted substantial economic losses in the past; in some instances the costs of cyclones has reached up to 45.6% of GDP. Environmental planning in Samoa, as in other Pacific Island countries, has therefore had to prioritise building enhanced adaptation and disaster management response capacity.
