GGGI - Senior Officer, Tonga Program

The Senior Officer is in charge of developing substantive inputs and analyses to the development, delivery, and assessment of work programs and activities in Tonga, with a focus on the energy sector, including transport. The Senior Officer will plan and organize program activities across green growth planning, project development, capacity building and country specific knowledge development for effective result deliveries under biannual/annual program plans and maintain effective program reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols. The Senior Officer, under supervision of the Regional and/or Country Representative, provides day to day technical support internally as well as to relevant government counterparts in the context of GGGI’s program in Tonga. The Senior Officer will be responsible for delivering energy sector analysis and supporting planning and policy development for the energy sector in Tonga, with a particular focus on renewable energy, energy efficiency and rural electrification.  The position carries out analytical work related to his/her technical expertise and provides a wide range of contributions in support of delivery of projects in Tonga and to the broader GGGI work in the Pacific as needed.

 

PURPOSE
  • Analyzes dynamic contexts, assesses issues and identifies opportunities in the evolving green growth needs & priorities of Tonga and integrates them into design and implementation of national program plans and activities
  • Formulates projects within the context of GGGI’s Strategic outcomes, the country biennial/annual work program and Country Planning Framework and aligns activities with GGGI’s core values and corporate vision and objectives;
  • Responsible the development and implementation of energy sector components of the Tonga country program
  • Provides analysis and technical input into the review and development of new energy roadmaps, energy policy and other strategic planning documents
  • Supports the review of existing legislative and institutional frameworks including identification of gaps, necessary changes or additional legislation(s) needed to implement the revised or new energy plans and policies
  • Captures the essence and needs of the country within the energy sector and ensures optimal progress, showing immediate results and actions on the ground as well as ability to focus on longer term outcomes.
  • Manages and implements specific projects, monitors budget, completes reporting, and seeks strategic direction from Regional representative/Country Representative
  • Develops result reporting of program activities internally and externally
  • Develops project models that align with national development priorities and can be promoted to the donor community.
  • Responsible for timely reporting and communications on all matters relating to the Tonga Energy Program.

 

ENGAGEMENT
  • Advises the Regional Representative with evidence and data driven substantive inputs and analyses on program activity development, implementation and assessment
  • Collaborates with other country teams, units and divisions of GGGI  on identified joint  activity opportunities to ensure integrated delivery as “One GGGI”
  • Maintains active professional relations with partner governments, regional organizations and other key stakeholders to capture and integrate their changing green growth needs and manage “client” expectations.
  • Promotes green growth and the GGGI methodology with the donor community, regional organizations and other stakeholders;
  • Advises GGGI on opportunities for engagement in the national and regional context, demonstrating effective adaptation of the GGGI approach;
  • Facilitates in-depth and effective stakeholder dialogues both internally and externally to support each GGGI and Government of Tonga work
  • Carries out consultations on multi-disciplinary issues relevant to the project implementation, such as community consultations, participatory approaches and planning for renewables, energy efficiency and rural electrification resulting in consensus and empathy of perspectives and recognition mutual/complementary interests.
  • Deploys strategies to secure collaboration/garner buy-in and support from a diverse range of stakeholders to ensure local ownership of the outputs

 

DELIVERY
  • Independently organizes activities for output delivery with tight deadlines
  • Prepares briefing notes, concept notes and analytical reports to support GGGI’s energy sector work in Tonga.
  • Maintains close communication with the Pacific Regional Representative, Country Representative the broader Pacific team and the technical divisions in HQ on relevant topics to ensure their participation in program delivery for quality outputs.
  • Builds support and understanding working closely with national and regional counterparts for application of green growth in development planning;
  • Advises the Regional Representative with evidence and data driven substantive inputs and analyses on program activity development, implementation and assessment
  • Effective and efficient management and ability to adapt project cycles in anticipation of multiple challenges and bottlenecks in service delivery.
  • Monitors the planning of resources and timeframes relevant to the energy projects and ensures timely delivery of outputs to the Government of Tonga
  • Clear and timely reporting on project delivery to Pacific Regional Representative and GGGI HQ

REQUIREMENTS
QUALIFICATIONS
  • Advanced academic degree in the field of engineering, science, social sciences, or economics and/or a combination of engineering, science, social science or economics.
  • At least seven years relevant experience in policy, planning, techno-economic analysis and/or project implementation in the energy, renewable energy, energy efficiency or rural electrification sectors
  • Experience in the sustainable transport sector would be an advantage
  • Experience in identification, design, preparation and/or implementation of energy and transport projects for islands; experience in electric mobility, renewable energy, energy efficiency or rural electrification projects is an asset
  • Experience in day-to-day engagement with Government ministries and agencies
  • Experience in engaging with private sector actors, including investors and banks and other stakeholders (NGOs, civil society) would be an advantage
  • Experience of requirements and procedures of international financing institutions, bilateral donors/organizations or multilateral organizations.
  • Experience in project cycle management
  • Experience applying participatory approaches, gender, environmental and social inclusion safeguards.
  • Experience working in SIDS or developing countries. Experience in the Pacific and/or Tonga is an advantage.
  • Overall understanding of the concept of green growth and climate change vulnerability in the context of small island countries
  • Fluency in English and excellent report writing skills are essential
